Context
Residential price indices in valuation
The market value is determined under § 194 BauGB by the price that could be achieved in the ordinary course of business on the valuation date. Decisive are the general value conditions on the valuation date: the totality of circumstances relevant to price formation, such as the general economic situation, capital market conditions and the economic and demographic developments of the area (§ 2 para. 2 ImmoWertV). They enter the valuation procedure through the input data and the market adjustment (§ 7 ImmoWertV).
Which index for what?
- House price index (Destatis): official index of all transactions, quarterly, hedonic quality-adjusted. Suitable for putting the nationwide price level into context.
- Bundesbank indices by city category: annual, by property type and first occupancy versus resale. Suitable for comparing large cities with rural areas.
- vdp property price index: Financing cases of mortgage banks (Pfandbriefbanken), quarterly, with regional sub-indices for the top-7 cities.
- Hypoport overall index: Financing cases of the Europace platform.
For the time adjustment of comparable prices in the comparative method (§ 24 et seq. ImmoWertV), the index series of the local expert committee are to be used primarily (§ 18 ImmoWertV). If none are available, supra-regional indices can serve as an auxiliary measure; the deviation of the local market must then be assessed by the expert and justified (§ 9 para. 1 ImmoWertV).

What does the house price index measure?
The average price development of all residential property transactions (condominiums, one- and two-family houses), whether new or used. Quality differences are removed using hedonic methods.
Why do the indices of Destatis, vdp and Hypoport differ?
They are based on different data: Destatis analyses the purchase price collections of the expert committees, vdp and Hypoport analyse financing cases. Delimitation, weighting and base year also differ. A comparison on a uniform basis shows that direction and turning points agree.
What do “7 major cities” and “127 cities” mean?
Deutsche Bundesbank calculates price indices for the seven largest cities (Berlin, Hamburg, Munich, Cologne, Frankfurt am Main, Stuttgart, Düsseldorf), for 127 cities and for all districts and independent cities.
Can I use the index to update the value of my property?
Only as a rough guide. An index reflects the average of a sub-market; location, condition, size and rights to the land determine the individual value. A valuation report is required for the tax office, courts or banks.
